The narrator pokes fun at Herzog, the Jewish vendor, in spite of the fact that Herzog is acknowledged by the narrator as the victim of the 'robber' Geraghty. And in spite of the fact that Geraghty is the one making all the trouble for the narrator...making his job very difficult. The facts laid out in the following paragraph make this clear as well. This anticipates the unfair treatment of Bloom in the pub even though he speaks from a very fact-based perspective.
